Just In: COSCO Shipping’s Latest Statement on US Port Fees Levy Effective October 14!

The Office of the United States Trade Representative (USTR) announced the imposition of port service fees on Chinese shipowners and operators, as well as operators using Chinese built vessels, starting from October 14, 2025, based on the results of the 301 investigation. The specific charging measures will be implemented in stages: initially, Chinese vessels will be charged $50 per net ton, which will increase to $140 by 2028; Operators who are not Chinese funded but use Chinese built ships will charge the higher of $120 per container or $18 per net ton. This policy is part of the United States’ attempt to rebuild the shipbuilding industry, and also includes restrictions on liquefied natural gas carriers three years later.

On September 16th, China COSCO Shipping Group Co., Ltd. issued a notice to its customers, acknowledging that the new regulations may bring operational challenges, but promising to maintain stable shipping capacity and service quality on US routes, and continue to provide reliable, safe, and high-quality logistics solutions. The company emphasizes that it will improve its product structure, maintain competitive pricing policies, and comply with all US laws and regulations to operate its US liner shipping business steadily.

The new regulations are expected to have multiple impacts: increasing operating costs for Chinese companies in the short term, but may accelerate the diversification of global shipping routes. In the long run, China’s shipbuilding industry still has advantages; For the United States, it may push up the prices of imported goods and weaken export competitiveness, and it is difficult to effectively revitalize the domestic shipbuilding industry; For the global shipping industry, it will disrupt trade order, increase supply chain uncertainty, and ultimately bear rising costs by global consumers.
