The United States has announced a partial tariff exemption on certain products from China, and the Ministry of Commerce has responded.

On the evening of April 11, the U.S. Customs announced that, according to a memorandum signed by President Trump on the same day, products under the following tariff codes will not be subject to the “reciprocal tariffs” outlined in Executive Order 14257 (issued on April 2 and later amended on April 8 and 9). Therefore, these products originating from China will no longer be subject to the 125% “reciprocal tariffs.”

It is reported that the products corresponding to the above tariff codes include integrated circuits, semiconductor devices, flash memory, smartphones, tablets, laptops, display modules, and more.

A spokesperson for the Ministry of Commerce responded to a reporter’s question regarding the U.S. exemption of certain products from the “reciprocal tariffs,” as follows:

Question: The U.S. recently announced an exemption for certain products from the “reciprocal tariffs.” What is China’s assessment of this?

Answer: On April 12, Eastern Daylight Time, the U.S. announced a related memorandum exempting certain products, such as computers, smartphones, semiconductor manufacturing equipment, and integrated circuits, from the “reciprocal tariffs.” China is currently assessing the relevant impacts.

We note that this is the second adjustment to the related policy following the U.S. decision on April 10 to delay imposing high “reciprocal tariffs” on some trading partners. It should be said that this is a small step towards correcting the U.S.’s unilateral “reciprocal tariff” error.

Imposing so-called “reciprocal tariffs” through an executive order not only contradicts basic economic and market laws, but also disregards the complementary cooperation and supply-demand relationships between countries. Since the introduction of the “reciprocal tariffs” on April 2, not only has it not addressed any issues faced by the U.S., but it has also severely undermined the international trade order, seriously disrupting normal production and operations of enterprises, as well as the consumption of the people, harming others without benefiting oneself.

China’s stance on Sino-U.S. economic and trade relations has been consistent. There are no winners in a trade war, and there is no way out for protectionism. There is an old saying in China: “To untie a bell, one must find the person who tied it.” We urge the U.S. to face the rational voices from the international community and various sectors within its own country, take a significant step in correcting errors, completely cancel the erroneous practice of “reciprocal tariffs,” and return to the correct path of mutual respect and resolving differences through equal dialogue.
